梁平汉，中山大学政治与公共事务管理学院教授，博士生导师，中山大学中国公共管理研究中心研究员。主要研究地方政府行为，博弈论，政治经济学，行为与实验经济学。论文发表在Games and Economic Behavior, Journal of Comparative Economics, 《经济研究》、《管理世界》、《经济学（季刊）》等国内外一流期刊。获霍英东基金会高等院校优秀青年教师奖，主持国家自科基金课题，国家社科专项重大子课题等。

内容刚要：

Using a geo-coded micro-level panel dataset for Chinese manufacturing firms, we estimate the effect of China’s airports decentralization reform in 2003-2004 on regional economies. We employ a Difference-in-Difference-in-Difference (DDD) estimation, and show that the decentralization reform significantly raises the airport operating efficiency in terms of cargo freight and aircraft movements. We find out that the high-skill-intensive firms with better airport access enjoy 9.1% more reduction in the inventory level, 2.5% more increase in the total factor productivity, and 3.5% more increase in the industrial value-added after the reform, indicating the causal impact of airport decentralization on firm performances. Consistent with the literature, we show that the increasing outside investment and the entry to the international market are the channels through which improving air travel benefits firm performance. Our results are robust against various specifications.
