1.崔庆斌简介：

Qingbin Cui is Associate Professor of Civil Engineering at the University of Maryland, College Park and Associate Editor of Journal of Management Engineering. He has over 20 years of industry and research experience and specializes in the areas of transportation finance, public-private partnerships, and sustainable development. He was a technical consultant to U.S. Department of Transportation for the Public-Private Partnership Capacity Building Program. He led the development of feasibility study guidelines and P3FAST toolkit for PPP project screening, and the development of guidelines and toolkit of FHWA P3-Value for value money analysis. He led the research effort on the methodology development of emission benchmark on highway projects under the Verified Carbon Standard (VCS) program. Dr. Cui earned his Ph.D. in Civil Engineering from Purdue University.

崔庆斌，美国马里兰大学土木工程系副教授，Journal of Management in Engineering副主编 。在基础设施管理、公私合营（PPP）、建筑能源、可持续开发方等领域从业20余年。曾任美国交通部PPP能力拓展项目顾问，美国能源部合同能源管理专家组成员，阿拉巴马州PPP法案 (HB 217) 技术评审人。主持美国交通部PPP规范制定及工具箱的 研发，和在碳排放标准(VCS) 下制定高速公路排放基准的方法研究。

2.张坤琪简介

Kunqi Zhang is currently a PhD candidate in Project Management at the University of Maryland, College Park and a registered civil engineer in California. His research interests include public-private partnerships and project governance. He led the research effort on the optimization of Alternative Project Delivery (APD) processes with the Maryland State Highway Administration. He devised a financing model for the development of 465km-long intercity railways within the Zhongyuan Urban Agglomeration that capitalizes on the land appreciation value around the stations. He worked as an Assistant Project Manager at CBRE on office fit-out projects. Kunqi holds an MS in Civil Engineering from the University of California at Los Angeles and an MS in Construction Management from Columbia University.

张坤琪，美国马里兰大学项目管理博士生，哥伦比亚大学营建管理硕士，加州大学洛杉矶分校结构工程硕士，加州注册土木工程师。研究方向为公私合营（PPP）和项目治理。曾负责美国马里兰州公路局的“非传统项目移交模式” (APD) 的优化咨询，和中原城市群465公里城际高铁的融资模式研究。曾任CBRE 助理项目经理。
